Mr. Lavrov argued that Russia was not responsible for global food shortages and called on African leaders to refuse a global order imposed by the West.<\/p>\n\n\n\n<p>Since Russia invaded Ukraine in February, most African countries have maintained a position of neutrality, declining to side with Ukraine and arguing that the conflict has nothing to do with them. That position has irked many Western officials, who have tried to rally African countries behind Ukraine\u2019s cause even as Russia woos them, too.<\/p>\n\n\n\n<p>On Wednesday, Mr. Macron sought to counter Mr. Lavrov\u2019s rhetoric by calling Russia an \u201cimperial colonial power\u201d that decided to \u201cinvade a neighboring country to defend its interests.\u201d<\/p>\n\n\n\n<p>\u201cWhen you see them poke their head into your countries, don\u2019t think otherwise, even if they say the opposite,\u201d Mr. Macron said at a news conference in Benin with the country\u2019s president, Patrice Talon.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Did you know you can share 10 gift articles a month, even with nonsubscribers?<\/li><\/ul>\n\n\n\n<p><a href=\"https:\/\/www.nytimes.com\/2022\/07\/28\/world\/europe\/macron-criticizes-the-hypocrisy-of-some-african-leaders-on-the-ukraine-war.html?searchResultPosition=8#\" target=\"_blank\" rel=\"noreferrer noopener\">Share this article.<\/a><\/p>\n\n\n\n<p>Mr. Macron disputed suggestions that France had provided more financial and military assistance to Ukraine than to its allies in Africa. In Benin, he promised to deliver more weapons to the country, which has faced sporadic attacks in its northern territories.<\/p>\n\n\n\n<p>In Cameroon, the French president argued that \u201ctoo often,\u201d African leaders have failed \u201cto call a war a war and say who started it\u201d and offered an explanation: \u201cbecause there are diplomatic pressures \u2014 I\u2019m no fool,\u201d he said as he stood at a news conference alongside Cameroon\u2019s president, Paul Biya.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n\n\n\n<p>The war in Ukraine has worsened multiple food crises on the continent, including in the Horn of Africa and the Sahel. But many African countries have long-running military ties with Russia, and Mr. Macron\u2019s visit to Cameroon came just months after the West African nation signed a defense agreement with Moscow.<\/p>\n\n\n\n<p>Mr. Macron was scheduled to visit Guinea-Bissau on Thursday. The trip, his first outside Europe since he was re-elected in May, comes as an&nbsp;<a href=\"https:\/\/www.nytimes.com\/2022\/04\/14\/world\/africa\/france-macron-africa-colonies.html\">anti-French sentiment<\/a>&nbsp;has spread across French-speaking countries in West Africa, and weeks ahead of the end of a nine-year military mission in Mali, where France has fallen out with the&nbsp;<a href=\"https:\/\/www.nytimes.com\/2022\/07\/22\/world\/africa\/mali-attack.html\">country\u2019s military junta<\/a>.<\/p>\n\n\n\n<p>Linda Thomas-Greenfield, the U.S. ambassador to the United Nations, is also scheduled to travel to Uganda next week, as well as to Ghana, to address the effects of Russia\u2019s war against Ukraine on Africa.<\/p>\n\n\n\n<p>In Benin, Mr. Macron said Russia was waging what he called hybrid war, manipulating information, food and energy to gain leverage over other countries that might side with Ukraine.
