Je doute fort si vous connaissiez quelque chose sur le traité des « BELBASES » signé par la Belgique pour le compte de sa colonie le Congo, le Portugal pour l’Angola et la Grande Bretagne pour la Tanganika (Tanzanie)?
Eh bien cherchez à vous documenter, même auprès du Ministère des Affaires Etrangères de notre pays qui détient ces archives.
Juste un petit résumé: Les Belbases est un traité qui devait permettre l’exportation des minerais du Katanga (UMHK – Union Minière du Haut Katanga – précurseure de la Gécamines) vers les ports de Lobito- Benguela en Angola et de Dar es Salaam en Tanzanie (Tanganika). Pour ce faire, ce furent uniquement les capitaux du Congo qui ont servi à financer les constructions à la fois, A/ des chemins de fer : (i) Dilolo – Lobito/Benguela Railways sur le territoire Angolais, (ii) Kigoma – Dar es Salaam/Tanzania Rail Ways (TRW) sur le territoire du Tanganika; et B/ les quais spéciaux aux ports de, (i) Kigoma et Dar es Salaam en Tanzanie, et (ii) Lobito en Angola. En plus, des bateaux cargo devant relier les ports de Kalemie au Congo à Kigoma en Tanzanie pour charier les minerais. Tous ces quais furent gérés par l’AMI (Agence Maritime Internationale) et mouillés par les bateaux de la CMB (Compagnie Maritime Belge) à l’export comme à l’import des produits en faveur du Congo.
Devant une telle position avantageuse pour le Congo avec le traité des Belbases, le bon sens commande de privilegier ses propres intérêts.
La voie ferrée angolaise devenant impraticable due aux diverses guerres politiques internes, le Zaïre se devait de diversifier ses voies en empruntant d’autres voies ferrées, notament la TANZAM et TAZARA pour atteindre le port de Dar es Salaam en Tanzanie où se trouve son quai spécial des Belbases, ensuite la voie ferrée sud-africaine pour atteindre les ports de Durban, Elisabeth, et autres en RSA.
La voie ferrée nationale, du Katanga à Matadi, de tous les temps, fut, avec beaucoup de ruptures de charge, incomode et moins utilisée, bien que ne pouvant occasionner aucune dépense en dévises fortes.
Au demeurant, quelle relation y a-t-il de cause à éffet entre les dénonciations du tribalisme au Zaïre et de l’apartheid en RSA avec les utilisations de toutes ces voies ferrées ?

Quand l’OUA avait décrété l’embargo commercial des pays d »Afrique australe encore soumis au diktat de la minorité blanche, le Zaïre de Mobutu fut le seul pays membre de l’OUA qui continua d’utiliser le chemin de fer Rhodésien ; et ce alors que la Tanzanie et la Zambie avaient déjà mis en place le Tanzam, un Chemin de fer connectant la Zambie à la Tanzanie, financé par la Chine.
Pourquoi Mobutu préféra-t-il violer la décision de l’OUA alors que le Zaire pouvait réorienter ses exportations des minerais du Katanga vers la Tanzanie par la CFL Kalemie ou par le Tanzam , ou encore vers Matadi par la voie nationale (BCK-Port Franquis-Matadi)?
Chaque jour les avions en provenance d’Afrique du Sud raciste alimentaient le marché Kinois en fruit, légume et viande pendant que ces produits pourrissaient au Kivu.
Mobutu, c’est le cas extrême de la trahison et de la dépendance aveugle des pays africains. Il était un traitre pour le peuple congolais ainsi que pour les mouvements de libération d’AFRIQUE. En 1975, tout deviendra clair comme l’eau de roche : sous les ordres de la CIA, il s’allia militairement à l’Afrique du Sud raciste pour tenter d’empêcher le MPLA, le seul mouvement qui s’était réellement battus contre les Portugais, de prendre le pouvoir en Angola! Des malheureux jeunes congolais furent sacrifiés pour une cause qui n’avait pas de relation avec les intérêts du peuple congolais dans la débâcle des FAZ (Forces armées Zaïroises ) taillées en pièces aux portes de Luanda.
